Danny’s Towing 2, Inc. v. N.C. Dept. of Crime Control & Public Safety Where a wrecker company sought injunctive relief and a declaratory judgment against the defendant, challenging the rules governing the N.C. State Highway Patrol’s wrecker rotation program, we vacate in part and remand in part since the trial court’s determination regarding the “reasonableness” of the rules failed to resolve the question of whether the rules are being implemented in a manner that is arbitrary.
