Armstrong v. North Carolina Sheriffs' Education & Training Standards Commission Holding: Even though petitioner's 1992 employment application with the Dare County Sheriff's Office said he had only used marijuana once, while his 2009 application with the Chowan County Sheriff's Office indicated half a dozen uses as a teenager, petitioner's explanation of the circumstances and his faithful service for 17 years lead to the conclusion that petitioner should retain his justice officer certification.
