NC legislature could step in on clinic rule proposal

RALEIGH— Abortion-rights groups want the Republican-led legislature to keep its hands off rules proposed by state regulators for how North Carolina abortion clinics must operate.

Several Democratic lawmakers plan to join health providers and activists at a Thursday news conference at the Legislative Building.

Gov. Pat McCrory’s Department of Health and Human Services released the draft rules last month mandated following a 2013 law that abortion-rights supporters at the time opposed vehemently. But now groups like Planned Parenthood and NARAL Pro-Choice North Carolina say they support the ensuing regulations and don’t want lawmakers to try to change them.

The socially conservative North Carolina Values Coalition has said the regulations don’t go far enough and fail to meet what it calls the legislation’s intent to treat clinics like outpatient surgery centers.
