Ironic, then, that the North Carolina Court of Appeals seems to be trying to divine the precise amount of tax increase the state’s Supreme Court will allow cities to impose on operators of internet sweepstakes parlors. So far, the judges appear to have no better odds than the average punter at the roulette wheel.
