Powe v. Centerpoint Human Services The Industrial Commission should not have required plaintiff to “fully comply” with vocational rehabilitation; instead, the Commission should have determined whether plaintiff was substantially complying and not significantly interfering with the vocational rehab specialist’s efforts to help plaintiff return to suitable employment. We reverse and remand for further findings of fact under the correct legal standard.
