Tom Terrell is a partner at Fox Rothschild in Greensboro, with 40 years of practice. He has handled zoning and land use matters in 88 of 100 North Carolina counties and in over 450 local governments in five states. Terrell is hired regularly in hard-to-permit industries, including mining, landfills and renewable energy projects, and enjoys representing a variety of residential developers. “I lucked into it because I was politically active in my hometown and my partners sent those cases to me,” Terrell said. He initiated major land use statutory reform, beginning with the rewrite of the Board of Adjustment statute in 2012 and culminating in his participation in drafting the major zoning law update that became General Statute Chapter 160D. His most memorable case was taking only three months to obtain a 401 permit to disturb a major perennial stream for a Catholic retirement community. Terrell is confident he has handled more land use and zoning cases in more places than any other attorney in the state.
